The recent Build-To-Order (BTO) sales exercise for July 2025 has received an overwhelming response, with over 12,000 applicants vying for just 2,601 Prime flats. This resulted in an application rate of 4.7 times, indicating a high demand for these units. The Prime flats on offer were located in four different projects, namely Toa Payoh Ascent, Alexandra Vista, Alexandra Peaks, and Clementi Emerald, which collectively received a large number of applications.
Toa Payoh Ascent, situated at the intersection of Toa Payoh Rise and Braddell Rise, was particularly popular among applicants, attracting nearly half of the total Prime flat applications. This project boasts twin 40-storey towers and offers a range of 195 two-room flexi, 78 three-room, and 468 four-room flats. Overall, there were about 22,000 applications for this BTO sales exercise, including 5,547 BTO flats across eight projects, and 4,662 Sale of Balance (SBF) flats, which received over 17,500 applications.

Kelvin Fong, CEO of PropNex, comments on the high response rate for this BTO exercise, stating that it surpassed the previous BTO exercise in February 2025, which had an overall application rate of 2.6 times. He attributes this to the attractive locations of the Prime flats on offer and the introduction of a priority access scheme for singles looking to live near their parents.
Under the Family Care Scheme (Proximity), married and single children are given priority access when applying for a new flat to live with or near their parents. This may have contributed to the healthy number of applicants for this BTO exercise.
The two-room flexi flats were in high demand, with over 7,000 applicants competing for just 1,321 units, resulting in an over-subscription rate of 5.3 times. This is the highest application rate for such BTO flats since the October 2024 exercise, which had a rate of 5.7 times. In particular, Simei Symphony saw a staggering 42 times over-subscription rate for its 140 two-room flexi flats, while Bangkit Breeze, a 643-unit project in Bukit Panjang, received an application rate of 25.5 times for its 120 two-room flexi flats.
Five-room BTO flats remained highly sought after, with Simei Symphony receiving more than 12,000 applicants for just 100 five-room flats. The second-timer families had an application rate of 49 times, while first-timer families had a rate of 8 times. Similarly, Bangkit Breeze saw a rate of 12.5 times for second-timer families and 1.4 times for first-timer families vying for its 188 five-room flats.
The next BTO sales exercise will take place in October and will offer more than 9,000 flats across 10 projects in eight towns. Notably, this will include the first BTO developments on the former Keppel golf course within the Greater Southern Waterfront, as well as the first project in Mount Pleasant. This will also be the largest number of flats released in a single sales exercise, surpassing the previous record set in November 2022 with 9,655 flats.
