According to a press release on Jan 20, Minister for National Development Desmond Lee has announced the successful completion of the final two Build-to-Order (BTO) projects from HDB that were delayed due to the pandemic.
These two projects, Punggol Point Cove (Phase 2) and Kempas Residences, mark the completion of HDB’s pandemic-delayed housing projects. Over the past five years, a total of 92 projects have delivered more than 75,800 new flats to Singaporeans.
In 2024, HDB completed 22 housing projects, of which 17 were delayed due to the pandemic. Except for one project that faced non-pandemic related delays, the remaining four were completed on schedule.

As part of these 22 projects, there were two Shorter Waiting Time (SWT) projects that were completed within a waiting period of less than three years. Parc Glen at Tengah and Grove Spring at Yishun, which are both SWT projects, accounted for a total of 1,995 flats.
The remaining projects had a waiting time of up to five years. Overall, HDB has completed over 18,000 flats in 2024.
Punggol Point Cove (Phase 2) flat owners have been receiving their keys since November 2024, while keys for Kempas Residences were handed over in mid-January this year. Now that the final blocks for both projects have been completed this month, HDB will soon notify the remaining flat owners of their key collection date.
Punggol Point Cove (Phase 2) is located along New Punggol Road and comprises 1,179 units across six residential blocks, including two-room flexi, three-, four- and five-room flats. Despite pandemic delays, the last block was completed within 12 months from its initial Probable Completion Date (PCD) earlier this month. As of Jan 15, 657 households or 59% of the 1,109 booked units have collected their keys.
HDB states that the completion of Punggol Point Cove (Phase 2) marks the successful delivery of all flats in the Punggol Point District, which includes Punggol Point Cove (Phase 1), Punggol Point Woods and Punggol Point Crown BTO projects, all of which were completed in 2024.
Kempas Residences, situated between Serangoon Road, Lavender Street and Boon Kheng Road, has a total of 583 units across four residential blocks, comprising two-room flexi, three-, and four-room flats. The final block, which experienced a six-month delay from its original PCD, was completed in mid-January. As of Jan 15, 37 households or around 7% of the 555 booked units have collected their keys.
Currently, there are 110 HDB housing projects under construction, up from 95 a year ago due to the rise in BTO supply in recent years. HDB has stated that it is on track to deliver around 17,000 flats across 27 projects in 2025.
